The Optical Fiber Network of the Sakana Valley (Navarra) is an initiative driven by theSakana Consortium, theSakana Development Agencyand theGuifi·net Foundation. It also counts on the collaboration and participation of the citizens, theNavarre Government(civil works) and five operators that offer Internet and telephone services:Abaila,Evel,Sisnet,SonaandWïkai.

The project's objective is to deploy a shared telecommunications network to bring Internet access through optical fiber to any home, business, or operation in the municipalities of Sakana that have, for now, joined the initiative and are: Arakil, Arbizu, Arruazu, Etxarri-Aranatz, Irañeta, Irurtzun, Lakuntza, and Uharte-Arakil.

Unlike conventional models, where the ownership of the network is in the hands of a single operator who deploys and exploits it at the same time, a shared network is an infrastructure used as a common good: it belongs to all those actors who have invested in it and use it. Moreover, it is managed through a series of mechanisms that ensure and prevent anyone from appropriating it, as happens with the management of communal pastures or forests.

This model has advantages, such as:

• Having an open, free, and neutral network.

• Sharing the same network with multiple operators (monopoly is avoided).

• It is more environmentally sustainable because infrastructure is not duplicated.

• Costs are reduced.

• Users can choose from different commercial operators.

• It prevents profit-making from the infrastructure.
